Deborah Hillin

Ms. Deborah Hillin, President - M.A. in Organizational Management - Since joining BVI in 1991 she now serves As President of Buffalo Valley, Inc., Ms. Hillin provides executive leadership for governmental relations, grant development, strategic planning, and the organization's clinical and housing initiatives. A Licensed Alcohol and Drug Abuse Counselor (LADAC) and Clinical Qualified Supervisor, she brings more than 35 years of experience as a clinician, administrator, trainer, consultant, and grant executive. She also leads Buffalo Valley's Joint Commission accreditation and regulatory compliance efforts, helping ensure the organization maintains the highest standards of quality and patient care. Throughout her career, Ms. Hillin has directed numerous federal and state initiatives funded by SAMHSA, HRSA, the U.S. Department of Veterans Affairs (VA), HUD, and the State of Tennessee, expanding access to behavioral healthcare, recovery support, homelessness services, and rural healthcare. She was instrumental in developing Tennessee's first peer-to-peer recovery program in partnership with the Tennessee Department of Mental Health and Substance Abuse Services and has led collaborative efforts that strengthen substance use treatment, supportive housing, workforce development, case management, and community recovery systems across Middle Tennessee. A nationally recognized speaker on addiction treatment, homelessness, and recovery, Ms. Hillin is widely respected for her leadership, innovation, and commitment to improving the lives of individuals and families. In recognition of her service to Tennessee's Veterans, she was awarded The Adjutant General's Distinguished Patriot Medal by the Tennessee Military Department.
